State vs Local (City/County) Filings

In the U.S., businesses are generally required to register at the state level. However, many industries may also require local business licenses, permits, or tax registrations, which are obtained at the city or county level, even after your state registration is complete. In many cases, a registration at the city or county level, may require proof of your state level registration.

The General Rule in the U.S.

  • Entity formation & foreign registration: handled by states

  • Business licenses, tax registrations, or permits may often be obtained at the city or county level.

  • Cities/country registrations do not replace state registration — they’re an additional jurisdiction level registration.
